DRA Invites Stakeholders to Public Consultations on Cybersecurity Regulation

The Digital Resilience Association (DRA) hereby informs its members, partners, and the wider professional community of the commencement of public consultations regarding the development of cybersecurity legal frameworks. These consultations have been initiated by the State Committee for National Security (GKNB) of the Kyrgyz Republic.

The Association fully supports a systemic approach to strengthening national digital security, protecting data, and securing the country’s critical infrastructure and essential services.

Furthermore, the DRA emphasizes that the proposed regulations must:

  • Ensure regulatory transparency and incorporate the perspectives of all stakeholders;
  • Stimulate the growth of domestic companies within the cybersecurity and digital technology sectors;
  • Align with international standards and global best practices for digital environment regulation.

The Association has expressed its readiness to provide expert contribution to the development of licensing mechanisms and to participate in the joint working group under the GKNB.

Call for Action We invite our members and partner organizations to review the notification regarding the draft regulatory act (attached) and submit their proposals and comments by November 14, 2025.

All recommendations received will be consolidated and presented on behalf of the Association during the consultation process.

The Digital Resilience Association remains confident that an open and constructive dialogue between the state, the private sector, and the expert community is essential for building a resilient, secure, and independent digital ecosystem in Kyrgyzstan.
