
President Sadyr Japarov Signs the Digital Code of the Kyrgyz Republic
President Sadyr Japarov has signed the Digital Code of the Kyrgyz Republic, adopted by the Jogorku Kenesh on June 18. This is a historic step towards building a legal, resilient, and transparent digital environment in the country. The purpose of the new legislation is to create favorable conditions for protecting the rights and freedoms of citizens in the digital space, fostering the growth of the digital economy, and increasing Kyrgyzstan’s investment attractiveness.
What does the Digital Code provide?
According to the President’s press service, the document sets out key provisions regulating:
🔹 Legal foundations in the digital environment
🔹 General and special regulatory frameworks
🔹 Rights and obligations of participants in digital legal relations
🔹 Rules for processing digital and personal data
🔹 Use of digital and telecommunications services
🔹 Interaction between owners of digital technology systems
🔹 Principles for the operation of artificial intelligence systems
🔹 Ensuring continuity of digital processes, among other aspects
Why is this important?
- For the first time, a comprehensive legislative framework is created that covers the entire spectrum of digital relations: from data and services to AI and networks.
- For businesses, it provides legal certainty and clear “rules of the game.”
- For citizens, it offers greater guarantees and tools for protection in the digital space.
- For investors, it sends a strong signal that Kyrgyzstan is building a mature digital infrastructure focused on long-term resilience.
The Code will enter into force six months after its official publication. The Digital Resilience Association welcomes this landmark step and will continue to support the implementation of modern, secure, and ethical digital solutions within the new legal framework.
